The Grand Theft Auto Mafia Rules and Regulations
Updated 13th February 2021
*All new content updates to GTA Online are automatically Banned until they are discussed and voted on by the Panel, this includes any amendments or additions to the below.
Definitions:
Wherever the following words or phrases appear in this document, they will be shown in bold and have the following meanings:
● Assassinations: The act of killing members of your own or other families in their entirety.
● Banned: Not to be used at all times in public or private lobbies including any competitive team match. (This does not include private non-mafia lobbies).
● Property: Your Apartment, house, nightclub or office building or motorcycle club only.
● Successful Kill: When You legitimately kill another player as part of an assassination.
● Third Party: Any player using crew tags other than Your own families and not Mafia related.
● You or Your: Any player in a mafia family or mafia family associate in an affiliated crew.
● Love Tapping: Using a vehicle to knock a player to the ground into rag doll with the intent on conducting an Assassination.
● Blacklisting: The method of exclusion from the community.
Section 1: Family Code of Conduct
a)Wear mobster attire look the part.
b)Stick to weapon and vehicle rules.
c)Respect other families even if they’re your enemies. No point in drama when you can both fight without arguments and “insta banging”.
d)Never bring up personal life.
e)Make sure your members have the CF tag active at all times.
f)No militarized clothing.
g)If another family rejects your proposition it’s not personal; it’s just business.
h)IP pulling and booting will result in an instant blacklist
i)Doxing will result in an instant blacklist
j) Programs or Freezers will result in a strike
Section 2: Banned Weapons, Vehicles and Equipment
The following are Banned:
a) Minigun, Rail gun, Unholy Hellbringer, Widowmaker, Up-n-Atomizer
b) Rocket Propelled Grenades (RPGs), Homing Launcher and all Grenade Launchers.
c) Throwable explosives including: Grenades, C4, Pipe Bombs and Proximity Mines.
d) The Marksman Rifle and any Automatic Shotgun.
e) All Military personnel, equipment and vehicles purchasable or obtainable from the interaction menu, phone, missions or websites.
f) All Military Property purchasable or obtainable from missions or websites, this includes bunkers and aircraft hangars.
g) Use of Bullshark Testosterone (BST), this includes the Stone Hatchet.
h) Vehicles in the Super Car, Militarised Vehicles and Sports Bike classification.
i) The Armoured Kuruma.
j) Any land, sea or air vehicle that has in-built weapons. This includes RC cars and Submarine Guided Missiles.
k) Blade chopping.
l) Passive Mode.
m) Any act of booting or manipulation to prevent any Player accessing GTA Online.
n) Any glitch/bug/fault/tool that can be manipulated or exploited for a Players use.
o) Rebreathers, festive face masks, animal face masks, insurgent masks & all face paint.
p) Running Players over with a vehicle and simultaneously using car bombs to kill a Player
q) Thermal Scopes
r) Auto-aim is not allowed whatsoever
Section 3: Assassinations
Successful Kills from vehicles can be achieved if:
a) Two or more man drive by (One driver and one or more passengers completing the assassination) the victim does not have to be in a vehicle.
Successful Kills whilst being on foot can be achieved if:
b) The victim is also on foot.
c) The victim is in a vehicle
Successful Kills cannot be achieved if:
d) Helicopter or Aeroplane blades are used to achieve the kill.
e) The cause of death is by an Aircraft being rammed causing an explosion.
f) There is 1 driver in a vehicle and the victim is on foot. (This includes Love tapping).
g) There is 1 driver (Assassin) and one driver in another vehicle (Victim).
To complete the assassination the assassin must:
h) Escape off the island by using either a plane at the airport. Or using a boat at any dock.
i) Not be killed in any way.
j) Leaving the lobby is an absolute requirement.
k) No assassinations in FMW or community events.
l) For an assassination to be valid, you must have a proper reason with evidence. For example, “Don A” unsuccessfully tried to whack “Don B”, so “Don B” then got revenge by whacking “Don A”.
m) Both must have a CF tag (if they have an associate crew tag it would still class as invalid.)
n) Recording from clouds is a requirement.
o) Off radar is allowed to be used.
p) No ghost organisation period, cops turn blind eye or bribe authorities.
q) The kill must be done using an assault rifle, a sniper (excluding marksman rifle) or a non automatic pistol.
r) Limo service can not be used for a hit (basically teleporting)
s) No Teleporting in any way is allowed during the hit
For an Assassination to be complete all of the steps above must be complied with. Any breakage of the rules in this document will result in the Assassination not being legitimate.
Section 4: Third Party Assistance
a) The use of Third Party is Banned.
b) The use of Importing is Banned
c) For Third Party to be an exposure only the following must be provided:
1. A Screenshot of the Third Party on the accused friends list.
2. A Screenshot of the Third Party on the accused Party chat.
It is not Third Party Assistance if they are provoked by another family.
e.g.
Third Party and Mafia Family A are in a Lobby. Mafia Family B enters and begins shooting at Family A and Third Party, the Third Party assists Family A. This is not use of Third Party.
Section 5: Organizations and Bullshark Testosterone
Organizations can be used in game, excluding PFMWs and FMWs. However, the ability to spawn Bullshark Testosterone still means that it is still banned (see Section 2 point g). Only undeniable irrefutable proof of the use of Bull Shark would constitute as an exposure.
Section 6: Freemode Wars
To start a Freemode war You must have:
● 4 or more members per participating families
A Freemode war can end for participating families by:
a) Either family withdraws their players entirely from the lobby (push out)
b) Either family has 4 or more members but all are in their Property for longer than 10 minutes
c) Either family breaking any of the previous rules in this document (disqualification, DQ)
d) During a FMW CEO is not allowed, if a member is caught in a CEO and doesn’t leave within 3 minutes of activation then that family loses the FMW
e) All involved families attend a sit down and agree on a draw.
Section 7: Turf
As of 3rd August 2019 all turf disputes are now settled by the following process
1.To claim a new turf you must contact other families to make sure you’re not stealing their turf.
2. To claim someone else’s turf you can either do a TDM or a (P)FMW. The defender picks a map and hosts. The defender of the turf has one week to fulfil your callout or they lose the turf.
3. A family can hold the maximum of five turfs.
4. A Family must be active for two months to claim their first set of turf (They can have two areas claimed) .
5. To claim a third turf you will need to be up for six months. Your fourth turf must be won by a (P)FMW or a TDM.
Section 8: Eligibility to become Verified
As agreed at the meeting on the 12th December 2019. Families which are eligible to become verified have to meet all of the following criteria:
● Five members or more
● In existence for a minimum of three months
● Must show clear evidence of being an ‘active’ family
If you are a Lone Don or Retired Member, you are automatically stripped of your verification and you cannot participate with any Official Community Business. If you own any Official Mafia Community Social Media. Ownership must be transferred to the Panel.
Section 9: The Panel of The Community Judge’s
As of 13th February 2021 all Blacklisting will be carried out in the following manner:
a) The Panel are obligated to the Rules & Regulations for the basis of all their decisions.
b) The Panel consists of 5 Judge’s. One Chief Judge, four regular Judges. The current Judges are:

c) A community judge is up for reelection every four months. They may only serve three terms.
d) Judge’s can become available if there is a sudden departure from the community or gross misconduct. Dons of families are not eligible.
e) Verified Dons have the ability to vote for a community Judge(s) once their term is up.
f) The voters must vote in an unbiased manner.
g) Every community Judge’s vote is equal, including the Chief Judge.
h) Only four Community Judges are allowed until more are needed which will be determined by the Panel.
i) The Panel will have the power to manage Turf disputes, (P)FMW disputes, Give Strikes, TDM disputes, Whack disputes.
j) All Community Judge’s will have access to the website, discord and IG to manage. The original owners of these may keep their ownership of them for security purposes but are not allowed to manage them anymore without prior approval from the Community Judge’s. Any unauthorized change to these without prior approval will be reprimanded with a strike. The Chief Judge will assign certain Judges to manage certain social media platforms within the community.
k) If one of the members on the panel is a part of the family that is involved with a dispute. They are not allowed to be a part of the vote.
l) The Community Judge’s will all have to vote on decisions together. A 3/5ths majority is required for anything to be passed relating to the community.
m) The Community Judge’s will have the sole power to reprimand strikes.
n) Hierarchy members excluding the Don are eligible to run for election as a community judge.
o) There cannot be multiple community judge’s from the same family.
p) Only verified dons are allowed to vote for a community judge.
q) During Review of a “case”. If the four Normal Judges say yes but the Chief Judge says no then it would have to go back into review. For Example, the Panel is trying to decide if a whack is official or not, if the Normal Judges say yes it is official and the Chief Judge says no since he believes there is a video edit. Then it will go back into Review. *If this happens then a 5/5th yes majority vote needs to happen or it won’t pass* The Chief Judge only can only do this once a month.
r) If a Judge is being brought up on charges by the other Judges of the circuit for using their position for Judicial gain for their own respective Mafia, then an investigation will happen against said guilty Judge by the three other Judges. As usual the Chief Judge will preside over the case. If the Chief Judge is the one who has been brought up on charges. Then the other Judges will vote for a temporary Chief Judge to preside over the case until the case is over.
s) The Chief Judge will preside over all “cases” in review.
t) All cases must be reviewed and confirmed by the Chief Judge before going into judicial circuit review. If the Chief Judge says no. Then the Normal Judges can review it themselves and see if it’s worthy of being confirmed by the Chief Judge. Then say their opinions on it to the Chief Judge. If the Chief Judge says no again, a 4/5th vote is required for it to be reviewed without the Chief Judge's permission.
u) If a “case” is not reviewed by a certain date. The Chief Judge will determine the date of review within one week of the case being opened. Then it must be reviewed immediately after that said date, no matter if the Judges say no. If the Chief Judge fails to provide a date, then the Judges must take it upon themselves to vote for a date.
v) Every Judge will be sworn in by the Chief Judge. The Chief Judge will be sworn in by his own Don. All Dons must attend if possible to the swearing in of the Community Judge’s.
Strike System
a)Families or an Individual can have up to three strikes against them.
b) On the 3rd strike, these families (or individual) are automatically Blacklisted.
c) Families (or individuals) can have their strikes removed by not being exposed for 1 month from the date of their last exposure.
d) A blacklisted family must be ignored. If a family fails to comply with this, they will receive a strike by the Panel.
e) Each strike will expire after six months of the original date.
1. First offense: This will result in that family not being able to complete assassinations until the Panel votes on it.
2. Second offense: The offender will not be able to attend meetings, vote for anything, request backup from another family in a (P)FMW until the community judges deem that the offender has changed and can follow the official rules.
3. Third offense: A third offense will result with a meeting of the community judges to vote on whether or not the offending family should be blacklisted. The Don of the family is allowed to plead his case on why he should not be blacklisted.
Exposures & Evidence
a) Evidence such as PSN screenshots and unedited videos will be considered by the Panel. If the evidence is outside of PSN, such as Instagram. The chief Judge will determine whether or not it is worthy evidence that can be used.
b) There is no limitation on the evidence that can be submitted. This will not be disclosed to anyone outside the Panel.
Rights & Privileges
a) Once a family is Blacklisted, certain rights and privileges are removed as illustrated here:

b) There is no time limit to how long a family can be blacklisted for.
c) These rights and privileges are given back to a family once they become un-blacklisted.
d) Non-Blacklisted families breaking rules against blacklisted families can still be exposed.
e) Families that are currently blacklisted are Gambino, Genovese, Gaverio and Fiatto.
Un-Blacklisting
There are two ways in which a family can become un-blacklisted:
a) Improve their performance by following the rules but must acknowledge that any assassinations they perform are not valid until they are un-blacklisted.
b) Appealing to the Panel to review their case.
Please note ALL communications regarding Blacklisting are kept confidential between the Panel & Dons of the families in question.
Above all, Respect and Accountability needs to be the most important characteristic any
Made Man or Leader in the community should have. Leaders and Members in the Mafia
Community need to have a thicker skin, stop complaining and learn how to take a loss
just as you all enjoy a win.
